President Signs H.R. 644 into Law

On February 24, 2016 President Obama signed into law H.R. 644, the “Trade Facilitation and Trade Enforcement Act of 2015”. H.R. 644 reauthorizes U.S. Customs and Border Protection (CBP), while covering a number of customs process changes. In a statement from the President, “an Act that is an important milestone to the overall U.S. trade agenda and that will help our workers and businesses to compete fairly with the rest of the world.”

Key features of the act include:

  • Deadlines for Implementation of Automated Commercial Environment (ACE) and International Trade Data
    System (ITDS)
  • Importer of Record and Risk Assessment Programs
  • Raising of the De Minimis Value from $200 to $800
  • Priority trade issues, including ADD/CVD, import safety, and intellectual property rights
